It was the USSR that invaded and controlled Berlin and most of Germany. In fact the US nearly stopped just after they crossed the Rhine. After the war was over the Russians pulled out of West Germany and the Americans, the British and the French took over West Germany. Part of the agreement was that the US be allowed to have military bases to deter the Russians. However since the reunification of Germany after the cold war, the agreement is really no longer in effect. The Germans simply let the US use air base and military bases nowadays as a good-will sign since they are allies.
